Special projects editor Elise Kaplan has a long history of covering the reform process of the Albuquerque Police Department. She attended federal court hearings in 2018 and 2019 after the Keller administration took over, and she was there when the independent monitor overseeing the requirements in the settlement agreement blasted the department for failing to police itself in 2020. She covered the work stoppage of all force investigations in 2021 and the resulting External Force Investigation Team that was brought in to train force investigators and oversee their work.
Earlier this month APD announced it was in full compliance with the settlement agreement. Elise spent the time since then checking in with various stakeholders about whether they think the reforms have worked and what the city has to do next. (Spoiler: advocates still point to troubling uses of force).
