Councilor Louie Sanchez is asking the state board that suspends and revokes law enforcement certifications to investigate APD Chief Harold Medina for not turning on his body camera after he crashed into a gold Ford Mustang, seriously injuring the driver, in February. That got editor Elise Kaplan and reporter Elizabeth McCall wondering:

  • Can anyone file this type of misconduct report or does it have to come from a law enforcement agency?
  • Medina told internal investigators he didn’t turn on his camera because “he was invoking his 5th Amendment right not to self-incriminate.” Can officers do that?
